FE COSCOM LLC was established in April of 1996 as joint enterprise MCT Telecom Corp. (99.2%) and local partner (0.8%). The fundamental part of enterprise is the development of the modern cellular communication system in GSM 900⁄1800 standard. The network was launched in Samarkand city, later the network spread all over the country.

COSCOM was the first in Uzbekistan to offer its subscribers the service of international automatic roaming in 1998. In 2002, the agreement was made with Thuraya satellite operator, allowing company subscribers to use the roaming system with network coverage in more than 100 countries of the world. In 2004, the company once again became first in the innovation field, by launching the prepaid system in Uzbekistan and receiving the international certificate ISO 9001-2000.

In July 2007, FE COSCOM LLC became part of TeliaSonera Group. TeliaSonera operates in over 20 markets with more than 460 million inhabitants, including the Nordic and Baltic countries, the emerging markets of Eurasia and Spain.

In July of 2008, FE COSCOM LLC accomplished full restart of its trademark, and instead of COSCOM brand new Ucell brand appeared.
